GAG: One clown, or a group of clowns in clown-style flight suits to resemble Bush on the aircraft carrier, the clown are carrying on "Yes, well I heard there may be a photo Opp here.", "Yes! Aircraft Carrier... Cameras, Cameras very good.", "Where are the cameras, Can we turn this building (or BART-CAR or Sidewalk) around to get the better view here." etc... Posing for everyone with a camera they can find.
PROPS: Pseudo flight suit, or real flight suit. Straps going everywhere to resemble Bush on the aircraft carrier. Any jumpsuit/ military kind is good, but brightly colored snow suits, or other coveralls will probably work just fine. Strapping can be made from webbing wrapped everywhere, try to keep it reminiscent of flight suit look so that the joke still works. Harnesses can be from climbing, or parachute. Tips: Add in any military looking stuff you like (PLEEEEZE, nothing that could be construed as a weapon, including no supersoaker squirt guns, no fake plastic grenades, NOTHING...) The straps MUST be going through their crotches a bit too tight. (any females should probably insert some amount of padding 'down there' to give the proper effect.) This is a fun opportunity for clowns to be bumbling, mixed up, goofy.
